Ron Kirkwood

Sgt. Ron Kirkwood is a member of the Victoria Police Department who was involved in the incident leading to the death of Lisa Rauch. A ruling determined that he made a serious error in judgment when he fired anti-riot rounds into a smoke-filled room, resulting in her death, although it was concluded that his actions were not malicious.
