Rufino José Silva was a political prisoner in Cabo Verde during the transitional period from Portuguese colonial rule to independence in the mid-1970s. He was detained without formal charges and later released shortly after Cabo Verde's independence in July 1975. His experiences highlight the struggles faced by many Cabo Verdeans who opposed the political status quo at the time. Silva's daughter, Vera Mendes, has actively sought to ensure that the memory of her father's imprisonment and that of others is recognized and preserved in the historical narrative of Cabo Verde.
