Šćepan Mali, a historical figure known as the 'false tsar', arrived in Montenegro in 1766 as a healer and quickly gained the trust of the local populace, who believed he was the Russian emperor. He attempted to modernize Montenegro by establishing courts, mediating tribal conflicts, and initiating infrastructure projects, but his reign was cut short when he was assassinated on the orders of the Ottoman governor Mahmud Bušatlija.
