Sergey Pugachev is a former Russian senator and businessman, known for his involvement in banking and infrastructure projects in Russia. He was previously linked to the Kyzyl-Kuragino railway project, which has been discussed for over a decade, and is remembered for his role in signing the initial agreement for its construction during the St. Petersburg International Economic Forum in 2008.
