Severo Mallet-Prevost
Severo Mallet-Prevost was a diplomat who served as the official secretary for the U.S.-Venezuela delegation during the 1899 arbitration and later reignited Venezuela's claims over the Essequibo region with a posthumously published memorandum alleging collusion in the arbitration.
