Thelma Duncan Sawyer is a former Deputy Minister for Administration at the Ministry of Foreign Affairs in Liberia, who has been indicted for theft of property and criminal facilitation in connection with a significant corruption case involving a US$1.95 million contract for renovation works that was not completed as per the agreement.
