Víctor Flores Olea served as the director of the National Council for Culture and Arts (CONACULTA) in Mexico during the late 1980s and early 1990s, and he was instrumental in approving Juan Gabriel's concert at the Palacio de Bellas Artes, addressing cultural concerns by ensuring the proceeds would benefit the National Symphony Orchestra.
