Víctor Miguel Moreno

Víctor Miguel Moreno, also known by his alias 'Larry Changa', is the founder of the transnational criminal organization Tren de Aragua. He was recently in the news because the Supreme Court of Chile approved his extradition from Colombia, where he was captured in July 2022.
