Víctor Torre de Silva
Víctor Torre de Silva y López de Letona is a distinguished Spanish jurist born in Bilbao in 1966. He graduated with a law degree from the Complutense University of Madrid in 1989, receiving both an extraordinary award and a national degree. Torre de Silva holds a doctorate in Administrative Law, awarded with the highest distinction, and has established himself as an expert in Public Law. He has served as the Chief Legal Counsel of the Council of State of Spain since winning a competitive examination in 1991. Additionally, he has held significant positions in the Spanish government, including Director of the Cabinet of the President of the Congress of Deputies from 1996 to 2000 and Deputy Secretary of Defense from 2000 to 2004. Recently, he was appointed as a magistrate of the Constitutional Court by the Episcopal Co-Prince, Josep-Lluís Serrano i Pentinat, replacing Josep Delfí Guàrdia Canela.
