Viktor Emmanuilovich Bykhovsky was a Belarusian official known for his role as the head of the secret political department of the NKVD in the Belarusian SSR during the Great Terror of 1937-1938. He was notorious for his brutal interrogation methods and was described by colleagues as a sadist and fabricator capable of falsifying charges against individuals, particularly targeting Belarusian nationalists. His reign of terror came to an end when he himself was arrested and sentenced to ten years in a labor camp in 1939 for his involvement in torture and the fabrication of cases against others.
