Volodymyr Leontiev was a controversial figure serving as the head of the Council of Deputies in Nova Kakhovka, a position he was assigned by occupying forces in April 2022. He faced accusations of collaboration with Russian authorities and was implicated in various criminal activities, including the alleged kidnapping of journalist Oleg Baturin.
