André Luis Silva de Oliveira is the owner of Esplanada Serviços Terceirizados, a company that was recently awarded a R$ 328 million contract by the Ministry of Management and Innovation, despite being under investigation by the Federal Police for alleged involvement in a scheme of bid rigging and use of 'laranjas' (frontmen) to facilitate fraudulent activities in public contracts.
