Andrii Klimenko is the head of the Institute of Strategic Studies of the Black Sea, who believes that a maritime ceasefire between Ukraine and Russia is unlikely due to their conflicting demands and suggested that Russia may use such an agreement to reposition its naval assets in the Black Sea.
