Ayaz Mutalibov

Ayaz Mutalibov was the first president of Azerbaijan, serving from 1991 to 1992. He played a significant role during the early years of Azerbaijan's independence following the collapse of the Soviet Union. Mutalibov sought political asylum in Russia in the early 1990s, making him one of the few individuals to have been granted political asylum under the Russian system, a status that has been rarely granted since.
