Carlos Arturo Hoyos Boyd

Carlos Arturo Hoyos Boyd was appointed as the new Vice Chancellor of Panama on April 16, 2023, by President José Raúl Mulino, succeeding Carlos Ruiz Hernández. Previously serving as the Deputy Minister of Foreign Trade, Hoyos Boyd is an attorney graduated from Universidad Santa María la Antigua, with specialization in commercial, judicial, and administrative matters. His extensive experience includes participation in litigation and arbitration both in Panama and internationally, and he has actively promoted investments and exports in his prior role. His legal expertise and public administration experience are expected to be invaluable in his new position.
