Carlos Eduardo Ávila

Carlos Eduardo Ávila is a retired major general of the Colombian Army who has recently been implicated by the Jurisdicción Especial para la Paz (JEP) for his role in a criminal conspiracy that included the presentation of 209 extrajudicial killings as combat deaths in the Meta region between 2002 and 2007.
