Claude Bowers

Claude Bowers was an American diplomat and historian, known for his tenure as the U.S. Ambassador to Spain during the Spanish Civil War. He famously criticized the Non-Intervention Agreement, calling it ‘a shameless sham’ for allowing fascist powers like Germany and Italy to intervene while the democracies remained passive.
