Henri Togar Hasiholan Tambunan is the Head of the Center for Financing and Higher Education Assessment at the Ministry of Education, Science, and Technology in Indonesia. He has been involved in discussions with Indonesian lecturers regarding their rights to pursue doctoral studies abroad amidst recent policy changes affecting international education.
