Jenny L. Flores is a Salvadoran girl whose detention in 1985 alongside adults in unacceptable conditions led to the landmark Flores Agreement, which established critical protections for migrant children in the United States, including provisions that minors cannot be held for more than 20 days and must be housed in safe and suitable environments.
