José Juan Istupe Ibañez was appointed as the director of the Unidad de Protección Vial (Covial) within the Ministry of Communications, Infrastructure and Housing (CIV) in Guatemala, bringing extensive experience in the execution and supervision of road projects, as well as a background in soil and asphalt mechanics. He has previously held various positions at the Instituto de Asfalto de Guatemala and has worked at the Center for Engineering Research at the Universidad de San Carlos de Guatemala, holding a master's degree in geotechnics.
