Josh Kemp is an 18-year-old neighbor of Tyler Robinson, who described Robinson as reclusive and noted that he rarely interacted with others in their apartment complex. Kemp recalled how he seldom saw Robinson except when he was getting into his gray Dodge Challenger, and he characterized Robinson's behavior as somewhat strange and unsettling.
