Julio César Burga

Julio César Burga is the Secretary General of the National Union of Penitentiary Workers (SINTPE) in Peru. He has been actively involved in protests against the government's decision to dissolve the National Penitentiary Institute (INPE) and create a new entity, the Superintendencia Nacional de Internamiento y Resocialización (Sunir), expressing concerns that this change does not address significant issues such as prison overcrowding and corruption.
