Muzzafar Rather is one of the key suspects in the November 10 Delhi car blast, having traveled to Turkiye in 2022 with fellow accused Dr. Umar un Nabi and Dr. Muzammil Shakeel Ganai to meet a Syrian terror operative, allegedly on the instructions of their Pakistani handler.
