Óscar Ramírez Durand

Óscar Ramírez Durand is a former leader of the Shining Path (Sendero Luminoso), a Maoist insurgency group in Peru known for its violent campaign against the Peruvian state. He has been associated with numerous acts of terrorism and violence during the conflict in the 1980s and 1990s. Recently, he has been in the news due to a decision by the National Penitentiary Institute of Peru (INPE) to transfer him from the Naval Base of Callao to the Ancón II prison as part of a broader strategy to reinforce security and manage the incarceration of high-profile inmates.
