Alejandro Fernández Félix, also known as El Ruso, is a notorious figure in the Mexican drug trafficking scene, serving as the plaza chief for the Sinaloa Cartel in Baja California and Sonora. He has been wanted by the FBI since 2015 on charges including drug trafficking, hostage-taking, and money laundering. His criminal activities have escalated violence in Mexicali, where rival factions and law enforcement have accused local officials of corruption and collusion with organized crime.
