Andrei Mikhailichenko is a deputy of the chief of Taganrog’s remand prison No 2, which has been identified as a site of severe torture and abuse, leading to his inclusion on the EU sanctions list in response to the death of Ukrainian journalist Viktoriia Roshchyna.
