Andrei Polyakov

Andrei Polyakov is the head of the Rostov region’s penitentiary service, who has been sanctioned by the European Union for his role in overseeing the torture and mistreatment of detainees, including the Ukrainian journalist Viktoriia Roshchyna, who died in captivity.
