A graduate of La Sapienza University in Rome, Ortiz studied under the renowned European administrative law expert Giuseppe Giannini. His contributions also included founding the Revista de Ciencias Jurídicas, which played a crucial role in the development of legal doctrine in Costa Rica. Tragically, he passed away at the young age of 64, but his legacy continues to influence generations of legal scholars and practitioners.
