Wilmer Muñoz was the chief commissioner of the SEBIN, Venezuela's intelligence agency, and a member of the Freemasonry. He was also reported missing, similarly to Hurtado, indicating a pattern of persecution against individuals associated with opposition movements within the Maduro regime, particularly those with ties to Óscar Pérez.
