Carlos Alberto Brilhante Ustra was a Brazilian army colonel known for his role as a torturer during the military dictatorship in Brazil from 1964 to 1985. As the head of the DOI-CODI in São Paulo, he was implicated in numerous human rights violations, including the torture and disappearance of political opponents. Ustra became a controversial figure in Brazilian history, especially for his defense of the military regime and for being celebrated by some political factions, including supporters of Jair Bolsonaro.
