Roger Carstens

Roger Carstens is a retired Colonel in the U.S. Army Special Forces who served as the Special Presidential Envoy for Hostage Affairs under Presidents Trump and Biden. In this role, he was responsible for negotiating the release of American hostages held overseas, managing approximately seventy cases and successfully bringing back over fifty individuals during his tenure. His position focused on improving communication with families of hostages, while navigating the complexities of hostage negotiations without incentivizing further kidnappings.
