Rafael Caro Quintero is a notorious Mexican drug lord and a founding member of the Guadalajara Cartel, which was one of the first major drug trafficking organizations in Mexico. He played a significant role in the marijuana trade during the 1970s and 1980s and is infamously known for his involvement in the kidnapping and murder of DEA agent Enrique 'Kiki' Camarena in 1985. Caro Quintero has been a fugitive since his release from prison in 2013 and remains a priority target for law enforcement agencies in both Mexico and the United States.
